Bilancio Partecipativo, uno strumento straordinario di democrazia diretta, una proposta forte per the future government of the city
We live in a time which sees the retreat to a more private dimension: work, big and small concerns of daily living, home care, children to raise, the money is never enough ... This retreat into their own particular in the care of individual interests seems to leave neither time nor energy nor desire to care for the interests of the communities in which we live, to make a contribution of ideas and proposals for the common good.
This of course does not apply to everyone and is always wrong to generalize. There are, in our city, many wonderful reality that they see the city and citizens Senigallia committed to the welfare of all. The world of volunteering, so rich and detailed, is just that. And 'the effort to get away from your particular question: "What can I do for my city, for its most vulnerable citizens, to give my little contribution to the welfare of all?". E ', however, true that the political crisis has also led to a general disaffection with the commitment, active participation, the discussion on problems common to find common solutions. Recover
this area is essential, even in our cities, not to leave politics to politicians, to greater social cohesion based on a strong sense of belonging to their community, because finally, the participation and involvement of citizens in large and small choices that affect the lives of all is essential to create a truly shared vision of the city we want, that we consider desirable, in which we identify. A city government fails miserably if his task, even in the face of significant accomplishments, having failed to involve the whole city in the great decisions, they are not perceived as everyone's heritage as a source of pride for the entire city, but rather an opportunity to become sterile divisions and conflicts.
I think the administration will inaugurate next term under the sign of a new founding pact with the entire city. An agreement to renew a commitment to put in a systematic way, without exception, the method of democratic participation at the base of the government.
In this direction, in order to support this perspective, I propose the adoption of participatory budgeting that is a form of direct democracy to promote citizens' participation in the life of their city. Participatory Budget we talk a lot and there are many administrations that have adopted it. The experiences that we see blossoming around us, however, often represent a form of "watered down" Participatory Budget. If it will not be made available to the public or any percentage share of the budget are not identified mechanisms to ensure the effective implementation of the proposals of citizens in budget documents, participatory budgeting becomes a simple consultation, maybe not useless, but very little effective, if not mere marketing operation. And 'in fact requires that the resource base be fully quantified, the citizens, identified emerging needs and priorities, make their choice and thus their proposta di bilancio.
In questa forma penso che il Bilancio Participatory is a great tool to promote active citizenship and sense of responsibility that stems from the awareness that the availability of limited resources necessarily require him to choose what can be done at once, as a priority, and what can be postponed to a later date. Closer to home, the experience started, since the '90s, the City of Groton can be a useful opportunity for discussion and collaboration for the construction of a complex process and certainly to be invented together. In this sense, the participation must start from the planning of routes, methods and tools for building a model of participatory budgeting Senigallia: In fact, there are models exported outright without taking account of local circumstances. A
'latest proposal for a reflection to do together: you might think of starting immediately with an experimental form to apply, at first, the social sector where there are already consolidated experiences of participation, sensitivity widespread, voluntary associations have strongly prone to this approach, the amazing resource, in this perspective, social cooperation. Progressively, the experience could be extended to other areas to become systematic approach to city government and construction of municipal policies.
